Are you a strong strategic thinker who can lead and deliver via a multi-disciplinary HR resourcing, talent and learning team?

The role
This role will lead on all aspects of the Council’s corporate learning and development strategy and plans, together with the development of the Council’s employee resourcing and talent acquisition strategy. This includes its employer brand.  The role will work closely with the Strategic HR Business Partners who will have the in-depth knowledge of requirements and challenges across the services.

The role requires the breadth and depth of knowledge of organisational learning and team and individual development, as well as talent management and employee resourcing.

The role will lead two teams providing proactive consultancy services and will require strong leadership ability. It will also be expected to influence important elements of organisation culture around learning, inclusiveness and recognition.

In summary, the role will require:

  • the post holder to develop strategies which support the Council’s role as a major employer in Lewisham, especially in relation to underrepresented groups
  • the leading and directing of teams that provide proactive support on all aspects of employee resourcing (covering the end-to-end recruitment life cycle), employee development and EDI, ensuring the delivery of customer focused and professional services, with excellent candidate experiences
  • the post holder to work with the L&D practitioners to design, develop and commission learning and development provision that meets the needs of corporate and service priorities and; enhances individual, team, and organisational effectiveness through creative, experiential and effective learning. To include the managing of relationships with learning and development providers, to ensure the delivery of effective and value for money provision.
  • the undertaking of client management of the Council’s staff agency contract, and any other interim engagements outside of this including compliance with IR35.
  • contribution to the Council’s change agenda, working in partnership with the OD team, leading on learning and development aspects and collaborating closely with other corporate teams.
  • you as a member of the HR Leadership team to contribute to the overall leadership and management of the HR function and make a proactive contribution to the development of HR strategy and policy, using data, metrics, and evidence to inform and drive decision making and change.

 

NOTE: Our model of L&D delivery includes the use of internal subject matter experts working with our learning practitioners, as well as use of a contracted external provider of training and development. Therefore part of the role will involve determining the best, value for money route for design and delivery.

Location
Whilst the service is primarily based in Lawrence House, we operate a hybrid approach whereby you may be required to work both in the office and from home or another location as determined by service requirements.

What we’re looking for 
You will need to be someone who can demonstrate strong influencing and facilitation skills, together with the capacity to partner effectively colleagues and clients. In leading others (your teams) experience of managing others and setting performance targets is essential.

You need to be able to demonstrate a successful track record as a senior practitioner within organisational learning and talent management, with some experience of resourcing strategies, in a complex environment/organisation.
The post therefore requires breadth and depth of knowledge of organisational learning and development, talent management, employee engagement, employment law, and best practice to deliver key outcomes that support the organisation’s priorities and objectives.

Ideally, you will have an in-depth and up-to-date knowledge of corporate and business challenges facing local authorities and public bodies and how to deliver resourcing solutions that address those challenges.

Someone with substantial experience of successfully developing and implementing a broad range of resourcing and talent acquisition solutions to deliver agreed organisational outcomes that improve talent acquisition and management, resourcing, and the employee experience. This includes creating recognition and reward solutions which attract, motivate and retain our employees.

You will need to have substantial experience of designing and delivering learning via virtual, web based and eLearning systems as we have recently established a new role of an e-learning practitioner as well as shifted to more delivery via the internet.

You must have experience and knowledge of equality diversity and inclusion (EDI) and putting effective EDI learning and integration activity into practice.

A good understanding and experience of the political interface in a local authority and the role and needs of elected members is required. You will need substantial experience of successfully managing relationships and stakeholders within a political environment and at a senior executive level.
